LEAD Announces Uriah Kilgallin as next Chief Executive Officer

[May 09, 2026]  Lincoln, IL — The LEAD Board of Directors is pleased to announce the hiring of Uriah Kilgallin, M.B.A., as the organization’s next Chief Executive Officer. Kilgallin will assume the role on June 1, ushering in a new chapter of leadership focused on innovation, collaboration, and sustainable economic growth.

Kilgallin brings a strong background in economic development, public-private partnerships, and strategic planning. He currently serves as an Economic Development Specialist for the City of Peoria, where he has played a key role in managing more than $4 million in grant programs, supporting local businesses, and advancing major community development initiatives.

“Uriah stood out as a dynamic and forward-thinking leader with a deep understanding of economic development and a genuine passion for community,” said Dolan Dalpoas, Chair of the LEAD Board of Directors. “His experience building partnerships, managing complex projects, and driving meaningful results makes him the right person to guide LEAD into its next phase.”

In his current role, Kilgallin has contributed to the implementation of the City of Peoria’s Strategic Plan, supported business retention and expansion efforts, and collaborated with regional stakeholders to enhance economic opportunity. His work has included attraction of industrial development opportunities, overseeing incentive programs, and engaging with entrepreneurs through his involvement with Distillery Labs, a regional business incubator.

Kilgallin holds a Master of Business Administration with a certificate in Entrepreneurship from the University of Illinois Springfield and brings a well-rounded skill set in project management, policy development, and organizational leadership.

With deep ties to the Lincoln community, Kilgallin is uniquely positioned to advance LEAD’s mission. He lived in Lincoln for 15 years, attended local schools, and maintains strong personal and professional relationships throughout the region.
