CAPCIL reflects on a year of
impact, resilience, and community partnership

LINCOLN, IL — As Community Action
Partnership of Central Illinois (CAPCIL) reflects on 2025, the
organization celebrates a year of meaningful progress, unwavering
commitment, and strengthened community partnerships. Rooted in its
mission to empower individuals, strengthen families, and build
thriving communities, CAPCIL continues to serve as a lifeline across
its six-county region—Dewitt, Fulton, Logan, Mason, Menard, and
Piatt Counties.
Throughout the year, CAPCIL’s fourteen programs—including Meals on
Wheels, Senior Transportation, LIHEAP, Weatherization, Early
Childhood Education, and the AmeriCorps Seniors Foster Grandparent
Program—helped thousands of individuals access critical resources
that promote stability, independence, and wellbeing.
A Year of Successes and Service
In 2025, CAPCIL proudly achieved several milestones reflecting both
program growth and community impact. This year:
● 7,303 customers were served across CAPCIL programs, each receiving
the support, care, and
resources needed to strengthen their path toward stability.
• Volunteers contributed over 41,000 hours of service, playing an
essential role in delivering meals, supporting events, and assisting
in programs across the service area.

• CAPCIL invested over $2,937,968 in direct client assistance,
helping households meet essential needs such as housing, utilities,
transportation, emergency support, and more.
• CAPCIL successfully launched a new agency vision and redefined its
core values, ensuring they more closely align with the
organization’s mission-driven work and long-term goals.
These accomplishments highlight the power of collaboration and the
unwavering dedication of staff, volunteers, donors, and community
partners.

Resilience
Through Uncertainty
In 2025, CAPCIL faced a significant challenge: a federal
government shutdown that placed more than 75% of its funding at
risk. Despite this uncertainty, CAPCIL continued operating
without any disruption in services. CEO Jenifer Deweese
shared,“As we look back on 2025, I am deeply grateful for the
resilience and dedication that carried us through a year marked
by funding uncertainty. Despite these challenges, our staff,
volunteers, community partners, and funders stood strong
together, ensuring that vital services continued for those who
need them most. Your commitment and collaboration remain the
foundation of our success.”
CAPCIL’s ability to maintain operations during the shutdown is a
testament to years of responsible stewardship, diverse funding,
private grants, and unrestricted donations that provided
financial stability when it mattered most.
Moving Forward Together
Looking ahead, CAPCIL is committed to continued innovation,
advocacy, and strengthening its programs to secure sustainable
resources for the future. Deweese added, “Your partnership
allows us to continue our goal of helping people and changing
lives. Thank you for standing with us. Together, we will
navigate challenges and create new opportunities to serve our
community.”
